To transfer money, Ukrainians should show the passport and INN
If the bill gains enough voices in parliament, then even at transfer of the small sum it will be necessary to specify the data surely.
In the explanatory note of the bill is noted that his main objective — to fight against laundering of income. The most strict requirements will concern the large amounts (from 30 thousand UAH) which Ukrainians will transfer, without opening bank accounts. Such translation will need to be "supported" with number and a series of the passport, an identification code and even information on the place of residence both the payer, and the recipient of means. If the sum is less than 30 thousand UAH, rather minimum information on the person who transfers money (a full name or the name of the legal entity). Without these data to banks, post offices, the credit unions, the companies which operate assets and even to pawnshops want to forbid to transfer money. For violation they are threatened by penalties which the Ministry of Finance suggests to increase ten times! Today for violation of laws, the funds allocated for fight against washing, it is necessary to pay up to 3400 UAH, and by the offered rules — to 34 thousand UAH
But new requirements won't extend to taxes, penalties and payment of "communal flat", irrespective of the amount of payment. Besides, it won't be necessary to provide passport data upon purchase of goods and services on the Internet if the payment service provider itself allows to trace who has made a purchase. And here the top level of the translation which banks surely have to check for financial risks is wanted to be doubled — from 150 thousand to 300 thousand UAH. At last, will have to report to Gosfinmonitoring about suspicious transactions not only banks, notaries and auditors, but also accountants and tax consultants.
the Financial analyst of ForexClub Andrey Shevchishin calls the offer of the ministry correct.
"Needs to be understood that it is only about funds which are transferred without opening of the account. And it is natural — the state has to care for control of the movement of such means. If to consider the initiative as a way of a detenization of economy and the mechanism of decrease in illegal withdrawal of funds, then, in my opinion, it is quite normal practice" — he explains.
In turn the lawyer Rostislav Kravets considers that the norm can strike ordinary Ukrainians and business: "Such detailed identification will lead
to growth of cost of administration of these services in banks. And all this will lay down on shoulders of people which transfer money. That is the commission of bank will simply increase".
the political scientist Ruslan Bortnik has doubts that this bill will be supported by the Verkhovna Rada and the cause is, according to him, the approaching elections.
"Thus the authorities want to control arrival of money from the outside during the election campaign. I think that many of deputies won't be interested in such norm and the probability that the parliament will support such project is rather small" — he notes.
