Regions will lose because of cancellation of a tax on personal estate — the deputy Shchapov
Loss of income of regions from cancellation of a tax on personal estate is compensated not fully. It was said by the member of the committee of the State Duma of the Russian Federation on the budget and taxes Mikhail Shchapov. Commenting on results of a meeting of the tripartite commission on the interbudgetary relations, he has noted that at distribution of federal transfers on regions within the second reading of the budget for 2019 and adjustments of the budget of 2018 about 500 billion rubles have been distributed. From them 69 billion will go for education, 111 are provided on health care and 97 billion have to arrive in 2018 in the form of grants for balance of budgets. According to the deputy, a serious discussion on the commission I have raised a question of loss of income of territorial subjects of the federation as a result of abolition since January 1, 2019 of a tax on personal estate. "I raised this question for the Deputy Prime Minister Anton Siluanov still when budget-2019 I passed the first reading. Cumulative losses of regions according to different data will make from 170 to 250 billion rubles — Shchapov has told. — Anton Germanovich then recognized loss of income and promised to compensate them in full due to transfer of a part of an excise on strong alcohol, an additional transfer and transfer of a number of regional expenses with regional on federal level". According to the deputy, "it is about serious money". For example, according to the estimates of him and colleagues, the total amount of loss of income of the Irkutsk region on this tax will be more than eight billion rubles. This the sums includes as 4,6 billion rubles of actually collected tax (data for January 1, 2018), and 3,5 billion from potential receipts which the region could have in case of full cancellation of privileges and return of a rate of 2,2%. For area it is nearly 6% of all budget revenues. "Follows from the calculations of the Ministry of Finance presented on the commission on Thursday that the area loses only 3,1 billion rubles. Their federal center is ready to compensate completely — Shchapov has noted. — Yesterday in the presence of Siluanov I have suggested to compensate to regions as well actually collected 4,6 billion and we have agreed with officials of department that we will carry out verification of our calculations to find the mutually acceptable solution". The tripartite commission includes a number of deputies of the State Duma and members of the Federation Council, representatives of the profile ministries and departments of the government. Within preparation of the federal budget the commission considers and approves distribution of funds for support of territorial subjects of the federation.
