National economy from oligarchs won't wait for any money


300 billion rubles allegedly will enclose the large companies of Russia which have earned in one and a half years because of an exchange difference 2,2 trillion in certain "perspective projects". In fact, it is replacement of a compensatory "tax on super profits" which was suggested to be introduced concerning exporters earlier. However experts doubt that oligarchs though will pay something. Wanted to take away a third of "super profits" the Assistant to the President Andrey Belousov has held a meeting with representatives of large business — that which he also suggested to impose earlier with a certain new "tax on super profits". We will remind that the ex-Minister of Economic Development has made such offer still on August 9. By his calculations, at the expense of an exchange difference in 2017 extremely favorable was export of production of many industries, first of all chemical and metallurgical. Really, by data Federal customs service, for 2017 in structure of export 10,2%, and produktion of Khimprom — 5,4% fell to the share of metals (and products from them). At the same time in comparison with 2016 the cost volume of export of metals has grown by 28,8% (including iron ore — twice), and chemical products — for 12,2% (including synthetic rubber — almost by a third). According to Belousov, last year thanks to comfortable ruble exchange rate on export of production chemists and metallurgists have managed have earned nearly 1,5 trillion rubles (and since the beginning of this year — 700 billion more). And now, according to the official, in the conditions of an economic crisis are obliged to share at least 520 billion with the state. This money had to go directly for implementation of "the May decree" the president. On unfortunate Russians bad economic news pour, in abundance Belousov has developed for Vladimir Putin an analytical note in which he listed the companies, subjects to compulsory "withdrawal of super profits" (how to make it, I had to work out the Ministry of Finance), including Severstal, Mechel, Metalloinvest, Norilsk Nickel, "Pole", Sibur, Uralkali, PhosAgro and others. The proposal of the Assistant to the President has caused displeasure in the key ministries — including economic development, natural resources and the industry. In particular, the former Minister of Finance, and nowadays the chairman of Audit Chamber Alexey Kudrin and the Minister of Economic Development Maxim Oreshkin have considered that implementation of the proposal of Belousov will strike investment climate in Russia. Expert: "There will be no new 300 billion!" At a meeting with representatives of large business Andrey Belousov nevertheless has presented model which, according to him, will satisfy both oligarchs, and officials. This is not about "withdrawal" of 520 billion any more — 200 will be to share enough? In 300 billion. And according to the Assistant to the President, it is necessary to direct them to certain "perspective projects".
